CHEAPR Terms and Conditions

Please have the vehicle purchaser or lessee read the terms and conditions and privacy policy, and check the two boxes at the bottom of the page to accept them.

Rebates are distributed on a first-come, first-served basis and issued to qualified recipients within 10 calendar days of approval. To apply for a rebate:

  1. Submit an online application with a dealership representative. The Program Administrator (Center for Sustainable Energy) will reserve funds for the rebate.
  2. Complete the CHEAPR Consumer Survey.
  3. Submit supporting documents within 15 calendar days of the date that the online application was submitted. Supporting documents must be scanned and emailed to cheapr@energycenter.org. Required documents include, at a minimum, the following:
    1. Proof of vehicle registration in Connecticut.
    2. A copy of the executed and signed sales or lease contract with an itemization of credits, discounts and incentives received, if applicable.
    3. Signed and completed dealership ACH form.

Based on the applicant type and rebate recipient, the following documents may also be required:

  1. Proof of residency and unique identifier for rebate limits: A copy of the vehicle purchaser or lessee’s current Connecticut driver’s license.
    1. Only required from purchasers or lessees applying under the “individual” applicant type.
    2. Individuals who do not have a Connecticut driver’s license will be required to provide a legible copy of an alternate unique identifier as approved by the Program Administrator and one of these alternate forms of proof of residency: a utility or cable bill dated within the last three months; a copy of the current DMV registration of another vehicle in the name of the purchaser or lessee; a signed, dated, and notarized residential rental agreement; or other valid form of Connecticut residency as approved by Connecticut’s Department of Energy and Environmental Protection (DEEP).
    3. Active duty military members stationed in Connecticut but with permanent residency in another state may use military orders as proof of residency.
  2. Signed and completed rebate transfer form if the rebate is transferred to the dealership.
  3. Signed and completed consumer ACH form if the purchaser or lessee elects to retain the rebate.

Important: If any required supporting documents are not submitted within 15 calendar days, the Program Administrator will cancel the application and release the reserved rebate funds back to CHEAPR. The applicant and dealer representative may submit a new rebate application if funds are available.

Applicant and Vehicle Requirements
As a condition for receiving CHEAPR rebate funds, the purchaser or lessee must comply with the requirements below. The purchaser or lessee is responsible for reviewing and understanding the CHEAPR program requirements prior to applying for a rebate. Eligible applicants must meet requirements that include, but are not limited to, the following:

  1. Be an individual, business or government entity that is based in Connecticut or has a Connecticut-based affiliate at the time the eligible vehicle is purchased or leased.
    1. Eligible vehicles must be purchased or leased in Connecticut and consumers must be Connecticut residents at the time of vehicle purchase or lease. All businesses must be licensed to operate in Connecticut. Active duty military members stationed in Connecticut but with permanent residency in another state are eligible to apply for a CHEAPR rebate.
  2. Individual applicants are eligible to receive only one CHEAPR rebate. Non-individual applicants, including businesses, not for profit corporations and state and municipal governments, are limited to two CHEAPR rebates.
  3. Be a purchaser or lessee of a new eligible vehicle and submit an application for a CHEAPR rebate with a dealership representative within three calendar days of the vehicle purchase or lease date, after executing and signing a purchase or lease agreement, and prior to exhaustion of available rebate funds. The vehicle purchase or lease date must be on or after the start of the CHEAPR program on May 19, 2015.
  4. Not make or allow any modifications to the vehicle’s emissions control systems, hardware, software calibrations, or hybrid system.
  5. Retain ownership of the vehicle for a minimum of 24 consecutive months immediately after the vehicle purchase or lease date.
    1. The original lease must be a minimum lease term of 24 months.
  6. A rebate will not be issued if the buyer or lessee of any eligible vehicle returns the vehicle prior to rebate issuance. Furthermore, DEEP reserves the right to seek reimbursement within 30 days if (a) the buyer of any eligible vehicle transfers title of such vehicle within 24 months of such purchase or (b) a lessee of an eligible vehicle for which a rebate was issued returns such vehicle prior to 24 months. 
  7. Register the new vehicle with the Connecticut Department of Motor Vehicles (DMV) for a minimum of 24 consecutive months from the original purchase or lease date for use in Connecticut.
    1. Any government owned vehicle not registered with the DMV  is still required to operate within Connecticut for 24 consecutive months immediately after the vehicle purchase or lease date.
  8. Be available for follow-up inspection if requested by the Program Administrator, DEEP, or DEEP’s designee for program oversight and accountability.
  9. DEEP reserves the right to request participation from rebate recipients in ongoing research efforts that support CHEAPR program goals.
